Los sectores prioritarios tienen ventajas, especialmente en relación con la tasa de reposición, la ejecución regular de las ofertas de empleo público anuales y en las sustituciones del personal en tiempo y forma, excedencias, jubilaciones, bajas por incapacidad temporal, licencias y permisos, entre otras.
Las funciones que realiza nuestro colectivo son muy importantes. En todas las etapas se desarrollan labores fundamentales para el buen funcionamiento de la educación y se garantiza un servicio público de calidad.
Conseguir el reconocimiento de sector prioritario permitiría garantizar el derecho constitucional a la educación, ya que se dispondría de todos los recursos posibles, mediante la cuantificación adecuada del personal necesario, su mejor distribución, formación, promoción profesional y movilidad.
Somos un colectivo de profesionales esencial, primordial y fundamental para el buen funcionamiento de la educación; trabajamos conjuntamente con el profesorado y el equipo directivo de los centros, por lo que en tendemos que ser prioritarios es una necesidad y un objetivo que tiene que cumplirse.
La diferente consideración con respecto a otros sectores públicos perjudica claramente al funcionamiento de los centros y a la educación en general, algo que puede menoscabar los derechos de toda la comunidad educativa y de la sociedad.
CCOO va a realizar las gestiones oportunas para conseguirlo. Para ello, realizará enmiendas al anteproyecto de Ley de Presupuestos Generales del Estado, normativa en la que se nombran a los sectores prioritarios de la Administración pública, para que se incluya a nuestro colectivo al igual que lo está el personal docente no universitario. De esa forma, las administraciones educativas para el desarrollo de la Ley Orgánica de Educación podrán añadir en sus presupuestos a nuestros profesionales como sector prioritario.
El Ministerio de Hacienda y Función Pública, en sus líneas del Plan Estratégico (20222024) para la Secretaría de Estado, pone de manifiesto reforzar el valor en lo público, con el objetivo de fomentar la confianza ciudadana en los servicios públicos y mejorar la imagen de la Administración, siendo esta una buena forma de lograr ese objetivo en la educación.
El beneficio si conseguimos este objetivo es para toda la comunidad, ya que el servicio público educativo se daría con mayor calidad, eficacia y eficiencia, acorde con las necesidades de la escuela pública del siglo XXI.
